SALISBURY — Four new Salisbury officials are officially on board with the city after taking their oaths of office.
New Finance Director Sandra Green, Information Services Director Steve Dickerson, Infrastructure and Development Director Nicholas Voitiuc and Clerk’s Office Director Julie English raised their right hand before Wicomico Clerk of Court Bo McAllister during the Aug. 12 Salisbury City Council meeting.
Among the group were two promotions, one new hire and one returnee.
Sandra Green
Green spent seven years as the Assistant Director of Finance for Salisbury before leaving last year to be Chief Financial Officer for Dorchester Public Schools. Before her time with the city’s finance department, she was the Assistant Director of Finance at Wor-Wic Community College for 16 years.
“I am excited to return to Salisbury in the Director of Finance role,” Green said in a previous press release. “I plan to support the city’s mission by leading the finance team to deliver efficient and effective customer service. I am also committed to the vision of the city by maintaining the sound fiscal management practices that are already in place.”
Steve Dickerson
Dickerson brings two decades of service to the city, including 11 years within the Information Services division.
He served as Assistant Director of the Information Services division for the last five years, overseeing critical aspects of IS operations and strategy. His background includes industry certifications such as Microsoft Certified Professional and Certified Ethical Hacker.
“As a former firefighter/EMT and police officer, I understand the importance of preparedness in managing cyber incidents while safeguarding the integrity and availability of our information systems,” Dickerson said in a previous press release. “I look forward to leveraging my diverse background to support Salisbury’s smart and sustainable growth.”
Nicholas Voitiuc
Voitiuc comes to Salisbury from New York.
He most recently served as a Construction Project Executive for New York City’s Department of Design and Construction from 2020 to 2024. There, he helped develop design-build programs worth over $10 billion, wrote RFQs and RFPs, and managed active contracts and budgets.
His first job in construction was at his family business, where he worked as a Project Manager at Alex Voitiuc PE RA from 2008 to 2016. He then joined NYC DDC as a Construction Project Manager.
“I am humbled and honored to have been selected by Mayor Taylor and the council to join the City of Salisbury as the Director of Infrastructure and Development at this pivotal time in the city’s history,” Voitiuc said in a previous press release. “Between continuing to facilitate development throughout the city and executing upgrades to critical infrastructure, I know how crucial this position is to the city’s smart and sustainable growth. I look forward to leading a dedicated, professional staff in delivering for the people of Salisbury day in and day out going forward.”
Julie English
English takes over for former City Clerk Kim Nichols, who retired earlier this month after 28 years of service to the city.
English began her career with the city in 2015 as a Buyer Assistant in Procurement. She transferred to Field Operations as Office Manager before being promoted in 2019 to Mayor’s Office Administrative Assistant III.
In 2021, she was appointed as the city’s Assistant City Clerk.
